The effects of an interruption in the petroleum supply are generally felt internationally. For this reason, domestic measures for dealing with petroleum crises are included within a network of international crisis prevention and crisis management systems. The most important international petroleum crisis system is that of the
» International Energy Agency" (IEA).
The IEA was created as a result of the » Agreement on an International Energy Programme dated 18 November 1974. As part of this agreement, the member governments agreed to act cooperatively in the event of a crisis in the petroleum supply and to share the burdens equitably.
To make this possible, each member country is obligated
- to maintain a programme for the restraint of demand,
- to maintain emergency reserves for at least 90 days, and
- to implement the decisions of the IEA with the assistance of a National Energy Sharing Organisation (NESO).
The NESO assists with the implementation of IEA measures and with the fulfilment of German obligations with respect to adjustments in international supplies. It provides support with respect to assuring, to the greatest extent possible, the uninterrupted supply of consumers through the maintenance of traditional means of delivery and infrastructure, and where necessary, may act as a mediator between over- and under-supplied businesses in the event of a domestic adjustment in supply. To do so, the NESO avails itself of the voluntary cooperation of the petroleum industry, i.e. that of the petroleum importers and producers, which, through the various NESO committees (Crisis Supply Council (Krisenversorgungsrat) and Supply Coordination Group (Koordinierungsgruppe Versorgung), work together with the » Federal Ministry of Economics and Climate Action (BMWK), the » Federal Office of Economics and Export Control (BAFA) and the Erdölbevorratungsverband (EBV).
The Secretariat of the German NESO maintains its seat at the Erdölbevorratungsverband (EBV) in Hamburg.
